The Russian lie about US-run biolabs in Ukraine has resurfaced
There are no US-run biolabs in Ukraine. The country is one of many republics of the former Soviet Union and other countries that work with the Department of Defense within the Cooperative Threat Reduction program. While the US may provide funds to upgrade or build laboratories in other countries, the laboratories are run by partner countries and the purpose of the program is to prevent biological threats, not to create them. Claims that Putin is fighting against Satanists to save the planet from the so-called deep state are another conspiracy theory of QAnon. Putin also acted as this conspiracy’s best man, while justifying his attack on Ukraine as a fight against the Satanists

We analyze a Facebook post which claims that there are US-run biolabs in Ukraine.
There are many marshes, run them all dry. Trump negotiated with Putin for an end to the war in Ukraine. Now Scholz is asking to have a telephone conversation with Putin.
Putin requires an investigation into the development of American bioweapons in Ukraine, while Trump’s team, RFK Jr, Elon, and Tulsi will be engaged in the investigation of the deep state involved in the crimes against humanity.
Russia was consistent in presenting proof to the UN in the last 3 years and they were very clear on the matter of who is responsible for the production and use (release) of bioweapons.
They named Obama, Biden, Clinton, and Soros, the Democratic Party, along with all other influentials in the Big Pharma network, including Bill Gates, the Rockefellers, Pfizer, Moderna and so on.
These are the negotiations in short, and this will happen. This will be a condition for Putin to withdraw his troops.
Putin also wants justice for COVID, the post says.
The Russian invasion of Ukraine brought false claims on social networks, which state the Russian President Vladimir Putin targets US-run biolabs in his neighbor country.
The false claims from Russia about the alleged use of bioweapons by the US are not new, while the allegations of a network of such laboratories along the border with Russia were shared in Russian state media outlets during the weeks before the invasion, writes the fact-checking service PolitiFact.
A Twitter user by the name @WarClandestine shared a story on the 24th of February stating Russia had targeted the locations of US-run biolabs when it started to attack Ukraine. That profile was quickly suspended from Twitter, but others shared the post and started to use the hashtag #USbiolabs to spread the false claim.
There are no American military laboratories in Ukraine, says Andy Weber, member of the Board of Directors of the Arms Control Association and former Assistant Secretary of Defense for Nuclear, Chemical & Biological Defense Programs.
“Rather, the U.S. Department of Defense Cooperative Threat Reduction Program has provided technical support to the Ukrainian Ministry of Health since 2005 to improve public health laboratories, whose mission is analogous to the U.S. Centers for Disease Control and Prevention,” Weber told PolitiFact.
According to “PolitiFact,” this program began after the fall of the Soviet Union in 1991 to reduce the threat of existing weapons of mass destruction, that is, to neutralize the biological weapons produced in post-Soviet countries. The program is known as “Nunn–Lugar” (after the names of the two senators who proposed its establishment) and is housed within the Defense Department’s Defense Threat Reduction Agency.
This false narrative, promoted by the Russian government, has been circulating for years, writes EUvsDisinfo. This claim is used during different time periods, such as for example, during reports of poisonings carried out by Russian agents, as was the poisoning of Skripal, to distract the public from Russia’s own use of chemical weapons.
The claims stating the US is developing bioweapons in Ukraine can be traced back to 2018.
According to this old narrative, the US is working on bringing deadly pathogens close to the Russian border and tests them on the territory of the former Soviet republics. According to the fact–checking service “Raskrinkavanje,” the allegations about the American biolabs have appeared as early as 2015. As an example, they refer to the text by the Russian media outlet “Sputnik,” which states “Russia is concerned about the military biolabs in its surroundings, built by the US,” even though the text itself does not offer details or proof of the US building such laboratories on post-Soviet territory.
The truth is there are no biolabs in property of the US in Ukraine, this has been debunked a few times by world fact-checking services, as well as by Truthmeter.mk.
The posts incorrectly interpret the Agreement between the US and Ukraine from 2005, whose purpose is to prevent biological threats, not to create them. According to the Security Service of Ukraine –the country’s main security agency, the laboratories mentioned on social networks, are in property of the Ukrainian government and are financed by it.
This agency and the embassy of the US in Ukraine have stated these claims are false multiple times. Media reports show that this theory is linked to the yearslong Russian disinformation campaign, whose purpose is to discredit the US.
According to the Agreement from August of 2025, the Ukrainian and the American government have agreed to join efforts to “prevent the proliferation of dangerous pathogens and related expertise and to minimize potential biological threats.”
In 2020, the Security Service of Ukraine (SBU) issued a statement which said there are no biolaboratories in Ukraine that are run by foreign countries, especially not military laboratories.
“We emphasize that these laboratories are financed from the state budget, are subordinate to the Ministry of Health and the State Service on Food Safety and Consumer Protection,” the SBU said.
The US has already denied the accusations coming from Russia. The Pentagon Press Secretary, John Kirby, said it is a matter of classic military propaganda, while State Department spokesman Ned Price said that Russia is inventing false pretexts in an attempt to justify its own horrific actions in Ukraine.
Peter Stano, the Lead Spokesperson for Foreign Affairs and Security Policy, said the EU is not familiar with the existence of biolabs in Ukraine that are not in accordance with international law.
The purpose of the laboratories in Ukraine is to prevent the spread of infectious diseases and they are part of the Development Program for reducing the risks and dangers of diseases, as “Truthmeter.mk” has already written.
There is no “deep state” Putin will save us from
The post also mentions another old and already debunked conspiracy theory about the “deep state.” The representatives of this theory glorify Trump and Putin as saviors of the humankind from “the Satanists of the deep state.”
Putin requires an investigation into the development of American bioweapons in Ukraine, while Trump’s team, RFK Jr, Elon, and Tulsi will be engaged in the investigation of the deep state involved in the crimes against humanity, the post says.
This theory which claims Putin is fighting against Satanists to save the planet from the so-called deep state, is another conspiracy theory of QAnon. Putin himself acted as this conspiracy’s best man, while justifying the attack on Ukraine as a fight against the Satanists.
As Rolling Stone writes, some social network users believe that Putin attacked Ukraine to destroy the “deep state,” a non-existent world government they believe is out to overthrow Donald Trump. However, this is not true. Putin has long believed that Ukraine should be under the control of Russia, a stance which prompted a real aggressive military invasion that resulted in thousands of casualties.
On the other end of the disinformation spectrum regarding the reason behind the military invasion of Ukraine is that the supporters of QAnon celebrate Putin’s invasion of Ukraine and believe it is an operation against the deep state. They are attached to the fantasy that a cabal of powerful pedophiles, Satanists, including democrats in high positions, are controlling the deep state. According to their fantasies, Trump has been sent to put an end to the deep state. Considering the involvement of QAnon in the US Capitol attack on the 6th of January 2021, or their support for the coup d’état of Myanmar (Burma), these narratives related to justifying an aggressive military invasion of a sovereign and democratic state, do not come as a surprise, but they are indeed dangerous.
As early as April 2022, Bellingcat has been writing that most of the supporters of QAnon consider Putin to be a hero who fights “on the side of Trump.”
A UK QAnon channel claimed in September 2021 that Putin had been fighting the satanic deep state cabal since he came into power, which is why the global media has made Russia and its President out to be the “bad guys.”
Of course, this is propaganda, or rather, a bunch of unsubstantiated, unproven, and unsupported claims, which jointly contribute to the creation of an illusion that should deceive the public.
The post further claims that Russia has proof of Obama, Biden, Clinton, and Soros, the Democratic Party, as well as other powerful influentials in the Big Pharma network, including Bill Gates, the Rockefellers, Pfizer, Moderna and so on, of producing bioweapons in Ukraine.
Such claims have been made publicly by Russian officials in the past without any evidence or facts.
As Truthmeter.mk has already written, Igor Kirilov, Lieutenant General, Head of Russia’s radioactive, chemical and biological defense troops, has said:
It should be noted that the ideologues of the US military biological research in Ukraine are the leaders of the Democratic Party. The US government set up a way to fund military bioresearch directly from the federal budget, but also used government guarantees to raise funds from NGOs controlled by the Democratic Party leadership.
As examples of such organizations, he presented a slide with the names of the Bill & Melinda Gates Foundation, the Clinton [Bill and Hillary] Foundation, the Open Society Foundations of George Soros, The Rockefeller Foundation, the EcoHealth Alliance and the Rosemont Seneca Partners of Hunter Biden. Kirilov also named Pfizer, Moderna, Merck, and Gilead as “big pharmaceutical companies” involved in this scheme, using it to test drugs while circumventing international safety standards.
There is no evidence for such claims by Moscow, nor are they confirmed by any facts. There are no official confirmations from the Ukrainian authorities, nor from any other official party.
The claim stating the US is leading secret biolabs in Ukraine is a conspiracy theory, work of the Russian propaganda since 2018. According to this old narrative, the US is working on bringing deadly pathogens close to the Russian border and tests them on the territory of the former Soviet republics.
From all the above, we can conclude there are no US-run biolabs in Ukraine. In that sense, we assess the post as untrue.
